FRANKLIN — The cash-strapped city of Franklin is again asking voters to approve an income tax increase.City Council approved a resolution Monday night to place the proposed 0.5 percent increase on the May 3 ballot. Mayor Denny Centers said the city’s finances have been stretched as far as they can go.
